Military analysts in the Russian social sphere have described the recent changes in Russian defense as revolutionary and have provided detailed analysis, particularly regarding personnel at the Russian Ministry of Defense. Since 2012, Yuri Borisov and Alexey Krivoruchko have been primarily concerned with bringing the most modern weapons and military equipment into series production and delivering them to the troops as quickly as possible. “Suffice it to recall that every Defense Minister’s report or Presidential speech invariably included percentage figures on the availability of modern weapons and military equipment.”
Now, given Puti’s instructions, the priority seems to have shifted. “The task of the new Deputy Minister is to ensure the uninterrupted delivery of the maximum quantity of weapons and military equipment, as well as to maintain a high level of technical efficiency of the Russian Armed Forces’ weapons systems. At the same time, the development of advanced systems will also be intensified.”
However, the Russian Ministry of Defense no longer needs to rush production, often under extreme pressure, to equip troops with modern weapons. Advanced systems can be brought to the required specifications and characteristics. The analysis continues: “It is quite interesting to recall the adoption of the advanced Krasukha-2 and Krasukha-4 electronic warfare systems. Indeed, if the USSR had not collapsed, both systems would have entered service in the 1990s. But by the 2010s, they no longer met the requirements. At the same time, radically new products were being developed, which would later become the Divnomorye and Palantin. However, they still needed to be refined and tested. The choice therefore fell on the Krasukha, due to the urgent need for modern electronic warfare systems.”
However, in the current reality, the Russian Ministry of Defense can no longer purchase intermediate models to fill military gaps. Instead, it must achieve maximum results and launch production of a truly innovative weapons system.
Aleksey Krivoruchko has been appointed “Specialist in Innovative Armaments” in the new structure of the Russian Ministry of Defense. He also retained his position as Deputy Minister. But, as previously explained, his duties have changed. According to military analysts in the Russian social sphere: “It is important to emphasize that, thanks to Aleksey Yuryevich, the Russian Armed Forces have received a large number of modern weapons systems. He is also responsible for the creation of the Rubicon Center.”
